Historically, Rockstar releases its biggest games on consoles first and brings them to PC a year to eighteen months later: that was the case with GTA 5 and with Red Dead Redemption 2. Take-Two explain this by pointing to the console GTA audience as their priority.
There is no official announcement of a PC version: no date has been given, and any “leaked” PC date is a rumour - not a statement from the studio.
